Free health camp at Lumla ends
ITANAGAR, May 7: The two day free mega health camp organized at Lumla by Karuna Trust, Yuva Arunachal and Lumla Bodong Tashi Choikelling in collaboration with Ramakrisna Mission hospital, Itanagar concluded today.
Inaugurating the camp, Parliamentary secretary for RWD Jambey Tashi called upon the denizens to avail the opportunity. "Such free health camps are an initiative to provide health checkup and treatment facilities to the rural poor and to serve the society to the best of our ability," he said. “At a time when basic healthcare has remained unaffordable, inconvenient and beyond the reach of many, these free health camps are a tribute to every individual of the district to make life healthier and make healthcare affordable and shall be made an annual event”, he declared, to the thunderous applause of the audience. The local MLA extended his gratitude to Chief Minister Nabam Tuki for pioneering the Chief Minister’s Universal health insurance scheme, stating it as a boon for the urban and rural poor and donated medicines worth Rs 2 Lakhs for Lumla PHC and 1 Lakh for district hospital Tawang, while emphasizing on the drug quality over quantity.
A team of six doctors of RK Mission Hospital, a doctor from State Hospital Naharlagun and a dentist from Karuna conducted the medical checkup.
A total of 1761 patients were treated during the camp and 245 free spectacles, 30 hearing aids, 6 sets of crutches, 20 walking sticks, 20 knee caps, 8 walkers and 1 wheel chair were distributed to the patients while 81 free Hepatitis and 185 Blood sugar screening were conducted. Though only a single case of Hepatitis B positive surfaced, 20 cataract patients were detected and will be provided free cataract surgery at Tawang. (Tawang vigilance)

AACWA demands release of payment to contractors
ITANAGAR, May 7: Claiming that the state government is holding up an amount of Rs 108.crore in the state exchequer which was released by the centre against the bills of PMGSY contractor, All Arunachal Contractor’s Welfare Association (AACWA) today demanded the Chief Secretary to release the said amount at the earliest. AACWA in a release stated the government is being involved in transferring the fund to other purposes which is actually meant for PMGSY contractor bill payments. The contractor association demanded the Chief Secretary to release the fund amount immediately to be paid to the aggrieved contractors.
AYO demands termination of police officials
ITANAGAR, May 7: The Arunachal Youth Organization (AYO) has demanded for immediate arrest and termination of police officials involved in the death of late Tamchi Sonar who was found dead on November 1 last year at Sangram police station after he was arrested for alleged rape and murder of a woman.
In its letter written to the DIGP, it reiterated its stand that Sonar was beaten to death by the police personnel and demanded immediate probe into the case.
Meanwhile in another letter addressed to the DC, it sought establishment of basic sanitation amenities to be set at tennis court inside the IG Park.

PCSU demands ambulance
ITANAGAR, May 7: The Parang Circle Students’ Union (PCSU) has called for functioning of the broken down ambulance of the Parang PHC which was donated by Virtual Parang Hydro Power Project Limited. It wrote a letter to the DMO Papum Pare in this regard.
While claiming that the condition of the ambulance is irreparable, it sought that the ambulance be replaced with a new one within 15 days.
Two houses gutted in Boleng fire
PASIGHAT, May 7: Two houses were completely gutted while a house was partially damaged in a fire mishap at Boleng yesterday. The houses belonged to Tajan Taki and Talik Tasing and the last house was of Tajer Taggu.
ADC Boleng, T Mize informed that the devastating fire occurred at around 1.30 pm and completely destroyed household properties worth lakhs within no time. The administration handed over rupees two thousand each to the victims as immediate relief.
Education Minister Tapang Taloh has expressed shock and pain over the unfortunate fire accident and has sought a detailed report. He directed the ADC Boleng to extend all required help and financial assistance to the victims as per government norms.
At the same time, he appealed the people to remain alert and be cautious as fire accident occurs frequently in the area and called upon the administration, PRIs, civil societies, NGOs and students to create awareness on fire mishaps amongst the rural folks. (DIPRO)
AACJM reiterates it’s stand on corruption issue
ITANAGAR, May 7: “There is no doubt that Kalikho Pul has compromised with the national security by doing corruption in the Border District in different development projects”, the Anjaw Anti Corruption Jagruti Movement (AACJM) once again alleged while sticking to its stand on the corruption issue.
The AACJM said that it welcomes the Anjaw MLA Kalikho Pul to file defamation suit against its chairman and members, adding, “We are going to file a Public Interest Litigation (PIL) against him in corruption matters of Hayuliang to Goiliang, Glotonglat 50 km Road, Halaipani Project and misuse of BADP, SPA etc funds”.
Reacting to press statement of Pul, AACJM said, “Whatever Pul told on May 6 in the press conference is a total lie”.

Daporijo, May 7: Short circuit has caused huge damage to the electrical and electronic household items of many houses at New Lida Village on 4 May. Altogether 30 houses have been affected.
Presently villagers are living without TVs, freezers and bulbs as they are not able to buy the items. Allegedly, the electrical short circuit occurred due to the malfunctioning BSNL penal board installed in the village, which is directly connected to the transformer installed in the village.

Do not misappropriate funds: ACS
ITANAGAR, May 7: Arunachal Civil Society (ACS) has appreciated the state government’s move to extend help to the earthquake victims of Nepal.
ACS while welcoming the request of the state govt to contribute one day’s salary for Nepal has urged the concerned authority to maintain accountability of the entire amount contributed by the employees.
ACC also appealed the authority to make everything relating to the contributions transparent to ensure that there is no misappropriation of fund.
Training to bring down IMR
ITANAGAR, May 7: Two days training of medical officers from districts for Navaajat Sishu Suraksha Karyakram (NSSK) under IMR reduction programme was inaugurated by Dr. K. Nishing Director Health Services on Thursday. He said the state has to work hard to bring down the present Infant Mortality Rate of the state from 32 to atleast 28/1000 live births by 2017 and thereby prevent infant deaths. He advised all participants to undergo the training sincerely and learn whatever skill is required for reducing IMR.

Governor calls for IAF ATC facilities for civilian copter services
ITANAGAR, May 7: Governor Nirbhay Sharma today emphasized on institutionalizing the use of Air Traffic Control (ATC) facilities of Indian Air Force (IAF) for civilian helicopter services.

Deo gave a detail explanation on the status of various landing grounds coming up in Arunachal Pradesh of which the airport at Pasighat is expected to be ready by December this year.
The Air Marshal informed about the proposed projects of the Air Force to be taken up in the state and requested cooperation from the state government, especially in acquisition of land.
The Chief Minister assured the Air Marshal of all possible cooperation from the state government and requested the IAF to lend helping hands to the people of the state on times of need.
The Air Marshal said that the IAF is ever ready to be of any help and assured chopper services in times of emergency or on request of the state government.

Orgs condemn attack on engineer, demand action
ITANAGAR, May 7: The Arunachal Pradesh Engineering Service Association (APESA), Confederation of Service Associations of Arunachal Pradesh (CoSAAP), the Nyishi Elite Society (NES) and the Tagin Welfare Society have strongly condemned the physical assault on T Loriak, SE RWD, Rupa on May 5 last.
While appreciating the prompt action taken by law enforcing authority in this regard, APESA appealed to the authorities to take stern action against such law breakers.
“Unless peace and tranquility prevail, the hard working engineers of the state cannot deliver the targeted achievements for meaningful development in the state,” the APESA said. It further appealed to the Govt, particularly law enforcing authority to provide adequate security to the engineers’ fraternity of the state in order to prevent recurrence of such incidents in future.
The APESA also appealed to all state Govt officers/ engineers to continue to uphold laid down rules and regulations at any cost while discharging their entrusted and delegated functions and not to be cowed down by such unruly elements in a civilized society. “In this hour of needs, it stands firmly behind T. Loriak and his family and wish him speedy recovery”, the Association said.
While condemning the vandalization of office and brutal attack on the engineer, the NES said, “This is unbecoming of a civilized society and it deserves condemnation from all quarters. The law of the land should take its own course of action”, it added.
The NES appealed to the law enforcing machineries to do their job with sincerity so that government functionaries at all level can discharge their duties without fear or favour, affection or ill will for an effective delivery system with utmost transparency.
The Society also wished speedy recovery of the injured technocrat.
While discharging Govt. duty, engineers are being targeted by individuals and groups in the state and many of them are physically assaulted and even some of the family members are not spared. It is a very bad trend which the civil society should come together and condemn such unlawful activities, the CoSAAP said and demanded strong punishment of the miscreants involved in the crime.
Saying that attack on the Govt. employees and their family members is not the solution to any problem, CoSAAP urged the Home department to provide adequate security in the engineering and other departments even in the resident of officers for safety and security who are frequently threatened and attacked.
However, the CoSAAP appealed the Govt. officers/officials to maintain neutrality and fairness while dealing with the public for they are the public servant. Maintaining transparency and fair dealing will definitely reduce such attacks on the public servants, the CoSAAP said.
The All Arunachal Pradesh Elementary Teacher Association (AAPETA) Upper Subansiri District has also strongly condemned the brutal attack on the engineer. The AAPETA District Unit appealed to the Home Department to nab the remaining culprits involved in both the incidents and give exemplary punishment as per law. It further appealed to state Govt to take needful steps to prevent recurrence of such inhuman acts.
Outraged by the brazen assault on Tanu Loriak, Superintendent Engineer RWD Rupa by some miscreants over tender issue of C/O Bameng to Lada road under PMGSY on Tuesday, Tagin Welfare Society today sought for the intervention of the Home Minister for strong action against the assailants. It said that three accused were arrested over the incident and one accused is at large.
In a letter addressed to Home Minister, TWS informed that SE Loriak was brutally assaulted by miscreants over the road project tender issue. TWS also said that the SE was allegedly forced to recommend their (miscreants) firms during technical paper evaluation and on being refusal the accused attacked SE brutally at gun point and inflicted him with grievous injury. Expressing shock over the incident, the society stated that officers from their community are being repeatedly targeted. It strongly condemned such act and demanded for exemplary punishment to miscreants involved in brutal attack. The society also expressed apprehension that high profile persons may be involved in the attack as such incidents was recurring in the tender paper evaluation. To unearth the truth behind the whole incident, the society demanded for thorough investigation with an officer not below the rank of Dy SP. Further it demanded the immediate arrest of the absconding accused.

Meanwhile, construction of station buildings, platforms, signals points has been completed and the final touch has to be given, while running room and other structures are under progress.
The last phase of gauge conversion work from North Lakhimpur to Murkongselek (154 km) along Rangiya–Murkongselek railway has been completed earlier this year. The NF railway authority had announced that the passenger and good trains would be operated from March15 this year, but is yet to start it.
The Rangiya–Murkongselek gauge conversion project including branch lines (511.88 km) included in the budget 2003–04 is a National Project. The total cost of the project is estimated at Rs 1717.29 crore.
All train services along the route were kept suspended for the last four years due to the conversion work.

Protect govt. employee
The unfortunate assault on Superintending Engineer, RWD Rupa division, by group of miscreants over tender process once again raises serious question mark over security of the government employees. Often govt employees especially the engineers and doctor bore the brunt of such kind of assaults. What is disturbing to hear is that one of the assaulters even used gun to hurt the engineer. Naturally the incident has triggered strong reaction and condemnations are pouring in from various parts of the state. However just simple condemnation won’t solve the issue. Unless accused are strongly punished such incidents will keep on repeating.
Ironically this incident took place at a time when Home Minister Tanga Byaling made statement that law and order situation has improved in the state. There is no doubt that ever since Byaling took charge of home ministry law and order situation has seen improvement. Especially he has strongly tackled the bandh culture and to a certain extent has managed to bring down the number of bandh calls. However still much is needed to do so. Government should strongly punish the persons involved in such kind of heinous attacks on govt. officials. It is duty of the state government to protect those who are discharging official duty.

Any form of corruption should be discouraged
Dear Editor,
It invites severe criticism when any official or person associated with education Department is involved/pulled into controversies regarding financial mismanagement. Education is considered a holy as well as a birthright of every living entity; it is for this reason that people have a bitter feeling when their faith is breached by the person/persons who are entrusted with the duty of enlightening and guiding the society.
Going through news local as well as national, three questions always crop up in our mind :
Are official/persons of education department really corrupted ?
Is the education department always targeted taking it for an easy prey, considering the humbleness of the educated employees as cowardice?
As of these days why other departments, the employees of which are the proprietor of monumental buildings/land/property/vehicles etc. are not taken into account?
Corruption should always be discouraged in any form in the society, in the Government and in all the Department. Lastly this article, do not concern any person/persons individually.

Dear Editor,
According to the AAPSC advertisement dated 22nd April 2015, the required educational qualification for the post of FAO/TO is graduation in Commerce/ Business Administration/ Economics or statistic or mathematics as one of the subjects in graduation. So, does this mean that engineering graduates are eligible? We do study mathematics as main subject for 2(two) years during our graduation.
Few days back, I myself went to the AAPSC office to enquire about it, but none appears to have any clue. I discussed this with a certain member; who assured me that they will clarify the matter after discussing with the chairman. But so far no notification whatsoever in any form has come from APPSC.
Therefore, through the column of your esteemed newspaper, I would like to request the AAPSC to clarify on the matter as soon as possible for the sake of all aspiring candidates.

But unfortunately the situation being faced by India today is that of confused child. While the Chinese is clear in its imperial approach and inch by inch intruding into Arunachal Pradesh, India on the contrary is busy planning as to how to protect its territory and in the event of sudden Chinese attack how to run and save itself. Such a defensive strategy of India and offensive strategy by China has created a deep sense of fear, insecurity and restlessness amongst the Arunachalees specially those in border areas.
The organizing of a seminar by Indian think-
In terms of Administrative and Revenue Jurisdiction, prior to the coming of the Indian/British Administration, many tribes and Areas in Siang, Tawang and Kameng basins etc used to pay taxes to the Tibetian Authorities and even the settlement of major disputes used to be by the Tibetian Courts in Lhasa.
It is in the light of above historical facts, the Chinese are repeatedly claiming Arunachal Pradesh as undeniable part of their lost territory and are continuously building up their Military capabilities including double lane Roads, Railways, Advanced Landing Ground and large number of Nuclear and Hydropower Projects on their side of Line of Control, with ultimate aim to annex Arunachal Pradesh into their territory.
What is therefore important and required on the part of Govt. of India is to wake
up from the slumber of complacency and denial mode and counter the imperial designs
with a renewed vigour and sense of patriotism. Needless to conclude therefore, is

Drinking spots
Dear Editor,
I definitely agree with the letter by Byabang Naoh published on 5th May, Guwahati university. The tourist spots in our Capital have become drinking spots for youngsters. I myself witnessed how people carry alcohol to such places and there is no security to stop such acts.
In holy places like Gonpa, such acts should not be entertained.
So I request the concern authority of Gonpa to disallow such things.
