Free health camp at Lumla ends

ITANAGAR, May 7: The two day free mega health camp organized at Lumla by Karuna Trust, Yuva Arunachal and Lumla Bodong Tashi Choikelling in collaboration with Ramakrisna Mission hospital, Itanagar concluded today.

Inaugurating the camp, Parliamentary secretary for RWD Jambey Tashi called upon the denizens to avail the opportunity. "Such free health camps are an initiative to provide health checkup and treatment facilities to the rural poor and to serve the society to the best of our ability," he said. “At a time when basic healthcare has remained unaffordable, inconvenient and beyond the reach of many, these free health camps are a tribute to every individual of the district to make life healthier and make healthcare affordable and shall be made an annual event”, he declared, to the thunderous applause of the audience. The local MLA extended his gratitude to Chief Minister Nabam Tuki for pioneering the Chief Minister’s Universal health insurance scheme, stating it as a boon for the urban and rural poor and donated medicines worth Rs 2 Lakhs for Lumla PHC and 1 Lakh for district hospital Tawang, while emphasizing on the drug quality over quantity.

A team of six doctors of RK Mission Hospital, a doctor from State Hospital Naharlagun and a dentist from Karuna conducted the medical checkup.

A total of 1761 patients were treated during the camp and 245 free spectacles, 30 hearing aids, 6 sets of crutches, 20 walking sticks, 20 knee caps, 8 walkers and 1 wheel chair were distributed to the patients while 81 free Hepatitis and 185 Blood sugar screening were conducted. Though only a single case of Hepatitis B positive surfaced, 20 cataract patients were detected and will be provided free cataract surgery at Tawang. (Tawang vigilance)

 

Awareness cum training for fish farmers

ITANAGAR, May 7: Krishi Vigyan Kendra, Lohit (Namsai district) in collaboration with Department of Fisheries, Namsai district conducted three days programme on soil and water testing along with awareness cum training at three different villages- Khowji, Kumari Khampti and Lekang Guhain Gaon from May 5 to 7. A total of 81 fish farmers attended the programme along with their samples for testing.

Speaking on the occasion, resource persons Dr. D. Sasmal, PC I/C, KVK and H.C.Nath, ADF I/C, Dept. of Fisheries solved the major problems related to low productivity and management of fish pond.

During the awareness and training programmes, Dr. D. Sasmal described the remedial measures of pre-stocking management of fish pond and H.C Nath made the farmers aware on the need of post stocking management to increase the yield.  

 

Capacity building training prog

KOLORIANG, May 7: The capacity building training programme of weaving cloths and broom making under Border Area Development Programme (BADP) blocks of Kurung Kumey and Kra Daadi Districts concluded successfully at Auditorium Hall, Govt. Higher Secondary School, Koloriang today.

The training programme was sponsored by the Department of Skill Development and Employment Generation, GoAP and organized by Manghi Welfare Society, Sangram of Kurung Kumey District.

Addressing the valedictory function, Idam Bagra, Circle Officer -cum- BDO Sarli, suggested the trainees to develop skill and innovative ideas to make the productions attractive for self employment.  He also assured help from district administration.

Manghi Welfare Society distributed certificates to the participants along with tool kids. The society also awarded best performers in weaving cloths and broom making as token of encouragement.

 

AACWA demands release of payment to contractors

ITANAGAR, May 7: Claiming that the state government is holding up an amount of Rs 108.crore in the state exchequer which was released by the centre against the bills of PMGSY contractor, All Arunachal Contractor’s Welfare Association (AACWA) today demanded the Chief Secretary to release the said amount at the earliest. AACWA in a release stated the government is being involved in transferring the fund to other purposes which is actually meant for PMGSY contractor bill payments. The contractor association demanded the Chief Secretary to release the fund amount immediately to be paid to the aggrieved contractors.

 

AYO demands termination of police officials

ITANAGAR, May 7: The Arunachal Youth Organization (AYO) has demanded for immediate arrest and termination of police officials involved in the death of late Tamchi Sonar who was found dead on November 1 last year at Sangram police station after he was arrested for alleged rape and murder of a woman.

In its letter written to the DIGP, it reiterated its stand that Sonar was beaten to death by the police personnel and demanded immediate probe into the case.

Meanwhile in another letter addressed to the DC, it sought establishment of basic sanitation amenities to be set at tennis court inside the IG Park.

 

ATA seeks fair conduction of recruitment

ITANAGAR, May 7: The Arunachal Teachers’ Association (ATA) Kra-Dadi district while referring to the advertisement no.ED/KD/SSA/APPTT-1/2015-16 published on May 2 last for various posts has requested that the appointments should not be politicised and should be selected through written competition followed by viva voce.

It also demanded that district coordinators should not be appointed from the newly appointed teachers but he should be someone who is sincere, senior most and experienced.

 

PCSU demands ambulance

ITANAGAR, May 7: The Parang Circle Students’ Union (PCSU) has called for functioning of the broken down ambulance of the Parang PHC which was donated by Virtual Parang Hydro Power Project Limited. It wrote a letter to the DMO Papum Pare in this regard.

While claiming that the condition of the ambulance is irreparable, it sought that the ambulance be replaced with a new one within 15 days.

 

Two houses gutted in Boleng fire

PASIGHAT, May 7: Two houses were completely gutted while a house was partially damaged in a fire mishap at Boleng yesterday. The houses belonged to Tajan Taki and Talik Tasing and the last house was of Tajer Taggu.

ADC Boleng, T Mize informed that the devastating fire occurred at around 1.30 pm and completely destroyed household properties worth lakhs within no time. The administration handed over rupees two thousand each to the victims as immediate relief.

Education Minister Tapang Taloh has expressed shock and pain over the unfortunate fire accident and has sought a detailed report. He directed the ADC Boleng to extend all required help and financial assistance to the victims as per government norms.

At the same time, he appealed the people to remain alert and be cautious as fire accident occurs frequently in the area and called upon the administration, PRIs, civil societies, NGOs and students to create awareness on fire mishaps amongst the rural folks. (DIPRO)

 

AACJM reiterates it’s stand on corruption issue

ITANAGAR, May 7: “There is no doubt that Kalikho Pul has compromised with the national security by doing corruption in the Border District in different development projects”, the Anjaw Anti Corruption Jagruti Movement (AACJM) once again alleged while sticking to its stand on the corruption issue.

The AACJM said that it welcomes the Anjaw MLA Kalikho Pul to file defamation suit against its chairman and  members, adding, “We are going to file a Public Interest Litigation (PIL) against him in corruption matters of Hayuliang to Goiliang, Glotonglat 50 km Road, Halaipani Project and misuse of BADP, SPA etc funds”.

Reacting to press statement of Pul, AACJM said, “Whatever Pul told on May 6 in the press conference is a total lie”.

 

Short-circuit affects 30 houses

Daporijo, May 7: Short circuit has caused huge damage to the electrical and electronic household items of many houses at New Lida Village on 4 May. Altogether 30 houses have been affected.

Presently villagers are living without TVs, freezers and bulbs as they are not able to buy the items. Allegedly, the electrical short circuit occurred due to the malfunctioning BSNL penal board installed in the village, which is directly connected to the transformer installed in the village.

Meanwhile, affected villagers are claiming for compensation against their damaged property and demanded separate transformer for BSNL penal board in the village.

 

AAPUEA demands advertisement for walk-in interview

ITANAGAR, May 7: The All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA) has demanded cancellation of walk-in interview for the post of junior engineers - civil, electrical and mechanical held on May 3 last under APEDA.

In its memorandum addressed to the Chief Secretary, it alleged that the interview violated the recruitment rule as no advertisement was published for conducting it.

While also claiming that the applicants did not receive any admit card for the examination, it urged the CS to direct APEDA to advertise the posts in the local dailies.

 

Pasighat donates for Nepal

PASIGHAT, May 7: A total of Rs two lakhs plus has been contributed by the people of Pasighat for the victims of the Nepal earthquake.

Initiated by the Sarvajanik Siang Aarti Mahatsava Samity (SSAMS) and Nepali Sanskriti Suraksha Parishad (NSSP) Pasighat from 3rd to 5th May at the market square ended with total collection of Rs.209570.

Makpak Peyang, SSAMS President cum Councillor Ward-6 along with councillor Ward 12 Kangge Moyong actively led the humanitarian effort.  

The amount collected will be processed through Chief Minister’s relief fund and a team will also go to Nepal to deliver the relief materials to the needy victims on behalf of SSAMS & NSSP.

 

Do not misappropriate funds: ACS

ITANAGAR, May 7: Arunachal Civil Society (ACS) has appreciated the state government’s move to extend help to the earthquake victims of Nepal.

ACS while welcoming the request of the state govt to contribute one day’s salary for Nepal has urged the concerned authority to maintain accountability of the entire amount contributed by the employees.

ACC also appealed the authority to make everything relating to the contributions transparent to ensure that there is no misappropriation of fund.

 

Training to bring down IMR

ITANAGAR, May 7: Two days training of medical officers from districts for Navaajat Sishu Suraksha Karyakram (NSSK) under IMR reduction programme was inaugurated by Dr. K. Nishing Director Health Services on Thursday. He said the state has to work hard to bring down the present Infant Mortality Rate of the state from 32 to atleast 28/1000 live births by 2017 and thereby prevent infant deaths. He advised all participants to undergo the training sincerely and learn whatever skill is required for reducing IMR.

Dr. T.Taloh OSD-IMR/RI spoke on the status and various causes of infant death in the country; the importance of NSSK programmes to reduce Neonatal/Infant mortality.

Early implementation of water supply project  demanded

ITANAGAR, May 7: The Bharatiya Janata Party East Kameng unit has demanded for immediate construction of water supply project at Chayang Tajo. In a representation submitted to the Deputy Commissioner after visiting all the ongoing projects in the area with 9th Chayang Tajo Mandal team on May 4, it also sought construction of Seppa to Chayang Tajo road.

APCC reminds Modi about stapled Visa issue

ITANAGAR, May 7: The Arunachal Pradesh Congress Committee (APCC) today appealed Prime Minister Narendra Modi to raise the stapled visa issue during his forthcoming visit to China. In a release APCC President Padi Richo stated that even though one year has passed but Modi is still keeping mum on the Stapled Visa issue that has barred many Arunachalees from visiting China. Modi should not forget to raise this issue on his upcoming tour to Beijing, he added.

APCC further called on the PM to include delegation of ministers from NE states as part of his entourage to send a strong message to the neighbouring country. “China keeps on claiming Arunachal and parts of Assam. Therefore, the PM must include Union Minister of State for Home Affairs, Kiren Rijiju and Union Minister of State-Independent Charge for Sports & Youth Affairs, Sarbananda Sonowal and other Northeast MPs in his tour delegation to make things clear to China”, the APCC President added.   

The Modi led Govt. at the Centre should not forget about the conspicuous absence of Kiren Rijiju from the delegation level talks during Chinese President visit to India on 18th September, 2014. With Union Home Minister, Rajnath Singh flying out to Nepal on the same day, Rijiju, the only MoS in the home ministry was expected to represent Ministry of Home Affairs at the talk. His absence from meeting shows that the Modi-led Govt. is playing a double standard game with the security of the NE people particularly Arunachal Pradesh, the APCC added.

 

 

Governor calls for IAF ATC facilities for civilian copter services

ITANAGAR, May 7: Governor Nirbhay Sharma today emphasized on institutionalizing the use of Air Traffic Control (ATC) facilities of Indian Air Force (IAF) for civilian helicopter services.

Initiating a discussion with the Air Officer Commanding-in-Chief (AOC-in-C) of Eastern Air Command, IAF, Air Marshal S.B. Deo who called on him at Raj Bhawan here today, the Governor also advised the AOC-in-C for keeping the squadrons in preparedness in the coming rainy months for evacuations and relief works and cases of medical emergency in the state.  He also emphasized on induction of youths from the State in the force.

In the meeting, they discussed air connectivity and dual use of Advance Landing Grounds (ALGs) including civilian aircrafts and helicopter services in the state.

Air Marshal S B Deo also called on Chief Minister Nabam Tuki this morning and had an informal discussion on various issues pertaining to the Indian Air Force operations in Arunachal Pradesh in presence of Chief Secretary Ramesh Negi and Commissioner to CM Tajom Taloh.

Deo gave a detail explanation on the status of various landing grounds coming up in Arunachal Pradesh of which the airport at Pasighat is expected to be ready by December this year.

The Air Marshal informed about the proposed projects of the Air Force to be taken up in the state and requested cooperation from the state government, especially in acquisition of land.

The Chief Minister assured the Air Marshal of all possible cooperation from the state government and requested the IAF to lend helping hands to the people of the state on times of need.

The Air Marshal said that the IAF is ever ready to be of any help and assured chopper services in times of emergency or on request of the state government.

 

 

Fire at Khonsa power house

KHONSA, May 7: The Khonsa Power House caught fire at around 8 am on May 6. The fire was however, doused after about 15 minutes.

DC Tirap and ZPC visited the power house to inquire about the facts behind the fire mishap. A report has been sought from the department. The utilities in the power house are very old and were installed in 1974-75 with limited capacity when the population of Khonsa township was very less. Since then no maintenance work has been taken. The Executive Engineer has also not visited the district headquarters since last six months. Power has been however restored for now. But if a new machine with more feeding capacity is not installed at an early date, more of such fire mishap may occur. DIPRO

 

 

Orgs condemn attack on engineer, demand action

ITANAGAR, May 7: The Arunachal Pradesh Engineering Service Association (APESA), Confederation of Service Associations of Arunachal Pradesh (CoSAAP), the Nyishi Elite Society (NES) and the Tagin Welfare Society have strongly condemned the physical assault on T Loriak, SE RWD, Rupa on May 5 last.

While appreciating the prompt action taken by law enforcing authority in this regard, APESA appealed to the authorities to take stern action against such law breakers.

“Unless peace and tranquility prevail, the hard working engineers of the state cannot deliver the targeted achievements for meaningful development in the state,” the APESA said. It further appealed to the Govt, particularly law enforcing authority to provide adequate security to the engineers’ fraternity of the state in order to prevent recurrence of such incidents in future.

The APESA also appealed to all state Govt officers/ engineers to continue to uphold laid down rules and regulations at any cost while discharging their entrusted and delegated functions and not to be cowed down by such unruly elements in a civilized society. “In this hour of needs, it stands firmly behind T. Loriak and his family and wish him speedy recovery”, the Association said.

While condemning the vandalization of office and brutal attack on the engineer, the NES said, “This is unbecoming of a civilized society and it deserves condemnation from all quarters. The law of the land should take its own course of action”, it added.

The NES appealed to the law enforcing machineries to do their job with sincerity so that government functionaries at all level can discharge their duties without fear or favour, affection or ill will for an effective delivery system with utmost transparency.

The Society also wished speedy recovery of the injured technocrat.

While discharging Govt. duty, engineers are being targeted by individuals and groups in the state and many of them are physically assaulted and even some of the family members are not spared. It is a very bad trend which the civil society should come together and condemn such unlawful activities, the CoSAAP said and demanded strong punishment of the miscreants involved in the crime.

Saying that attack on the Govt. employees and their family members is not the solution to any problem, CoSAAP urged the Home department to provide adequate security in the engineering and other departments even in the resident of officers for safety and security who are frequently threatened and attacked.

However, the CoSAAP appealed the Govt. officers/officials to maintain neutrality and fairness while dealing with the public for they are the public servant. Maintaining transparency and fair dealing will definitely reduce such attacks on the public servants, the CoSAAP said.

The All Arunachal Pradesh Elementary Teacher Association (AAPETA) Upper Subansiri District has also strongly condemned the brutal attack on the engineer. The AAPETA District Unit appealed to the Home Department to nab the remaining culprits involved in both the incidents and give exemplary punishment as per law. It further appealed to state Govt to take needful steps to prevent recurrence of such inhuman acts.

Outraged by the brazen assault on Tanu Loriak, Superintendent Engineer RWD Rupa by some miscreants over tender issue of C/O Bameng to Lada road under PMGSY on Tuesday, Tagin Welfare Society today sought for the intervention of the Home Minister for strong action against the assailants. It said that three accused were arrested over the incident and one accused is at large.

In a letter addressed to Home Minister, TWS informed that SE Loriak was brutally assaulted by miscreants over the road project tender issue. TWS also said that the SE was allegedly forced to recommend their (miscreants) firms during technical paper evaluation and on being refusal the accused attacked SE brutally at gun point and inflicted him with grievous injury. Expressing shock over the incident, the society stated that officers from their community are being repeatedly targeted. It strongly condemned such act and demanded for exemplary punishment to miscreants involved in brutal attack. The society also expressed apprehension that high profile persons may be involved in the attack as such incidents was recurring in the tender paper evaluation. To unearth the truth behind the whole incident, the society demanded for thorough investigation with an officer not below the rank of Dy SP.  Further it demanded the immediate arrest of the absconding accused.

 

 

Sanitation review meeting held at Seppa

ITANAGAR, May 7: Keeping in mind the upcoming monsoon season, a review meeting regarding sanitation preparedness of Seppa town was held today by the District Urban Development Agency under the chairmanship of Deputy Commissioner Sandeep Kumar Singh at Seppa. The meeting took stock of the progress made, hindrance present and prevailing situation of the sanitation programme which was launched last year at Seppa.

Expressing gratitude to the officials and staffs of the DUDA Seppa and other departments for their whole hearted effort, the DC requested them to keep up the same zeal and enthusiasm. Appreciating the progress made in sanitation, he said, “though it is a thankless job, it is moral and social obligation of every individual to keep their surrounding neat and clean vis-a-vis preventing the society from its associated dreaded diseases”. Acknowledging the importance of cooperation, he sought status report of the sanitation programme from various Officers-in-Charge of each colony from in and around the Seppa Township and asked their views and suggestions. And further, urged them to cooperate diligently and exhorted them to exercise more effort in promoting the motto of Swachh Bharat Abhiyan and simultaneously make the town garbage free.  

Numerous views and suggestions were made by various stakeholders in the meeting. While admitting that plastic bottles and polythene bags are the main reason for blockage of the sewers and drains, DDSE Kata Rangmo advocated for minimization of its usage. DVO M. Modi suggested for widening of the existing drainage system, so that without much obstruction, rain water and sewage could easily flow out and could prevent the building up of artificial ponds. BDO Seppa Radak Dada requested the DC to direct the construction companies for proper cutting and maintenance of drainage system along their road project sites. UD & Housing, DD T. Tachang suggested to seek and engage religious leaders in the awareness campaign and sought for giving direction to shopkeepers to display about sanitation awareness outside their shops. While emphasizing on tourism potential, ADC Seppa, Pooja Jain advised the officers-in-charge to link tourism aspect in their promotional activities of sanitation. As a solution for collection of garbage from inaccessible areas, she suggested for collective engagement of a person by the colony, by paying remuneration to collect and dispose off the garbage either to the garbage collecting trucks of DUDA or to the roadside garbage collection bins. Trial run on Lakhimpur-Murkongselek BG rail track

RUKSIN, May 07: Commissioner of Railway Safety, NF Circle, Kolkata, Sudarshan Nayak, along with the top ranking railway officials today conducted the high-speed trial run of North Lakhimpur-Murkongselek (154 km) stretch of newly converted Broad Gauge railway today.

The New Guwahati Express (11472-WDM3D) with 14 compartments/bogies arrived at Murkongselek station near Ruksin gate of Arunachal Pradesh at around 11.45 am.

The railway officials inspected each and every department of the railway station and the two platforms at Murkongselek station, which has been fitted with all modern amenities.

Meanwhile, construction of station buildings, platforms, signals points has been completed and the final touch has to be given, while running room and other structures are under progress.

The last phase of gauge conversion work from North Lakhimpur to Murkongselek (154 km) along Rangiya–Murkongselek railway has been completed earlier this year. The NF railway authority had announced that the passenger and good trains would be operated from March15 this year, but is yet to start it.

The Rangiya–Murkongselek gauge conversion project including branch lines (511.88 km) included in the budget 2003–04 is a National Project. The total cost of the project is estimated at Rs 1717.29 crore.

All train services along the route were kept suspended for the last four years due to the conversion work.

 

 

Meeting reviews the T&E revenue generation

ITANAGAR, May 7: A review meeting of Dept, of Tax & Excise was held Wednesday at Itanagar under the chairmanship of Chief Secretary Ramesh Negi to review the performance of the Department on revenue generation.

A department release stated that impact is visible on the revenue front as Rs. 458 crores was collected during 2014-15 and this figure is likely to rise after reconciliation.

The Chief Secretary stressed that the system should be efficient in detection of defaulters. He also stressed on early roll out of e-Payment gateway and online return filing.

Dept, of Tax & Excise has implemented e-Governance under Mission Mode Project for computerization of Commercial Tax (MMP-CT) and all the services are being delivered online through.

Tapas Dutta, Assistant Commissioner gave an overview on how MMP-CT has helped in streamlining the VAT administration through citizen centric and service oriented processes. He also informed that the Department has increased revenue collection with an appreciable growth of 17% in comparison to that of previous year.

Saranga Pani Bordoloi, PMC (Wipro Ltd) highlighted the status and impact of computerization, which has resulted in increase in dealer base and revenue, with significant reduction in service delivery time and cost.

Kingman Komut, State Project Coordinator – MMPCT informed that the Dept has abolished manual issuance of C-Form and the online system enables the dealers to generate C-Form by themselves by feeding the purchase information directly into the system, without even requiring them to visit the Tax office once.

Nabam Nagung, Superintendent Tax & Excise, Zone-I, Naharlagun endorsed that implementation of online CST has facilitated augmentation of revenue significantly by eliminating the scope of manipulation and pilferage.

Arunachal Pradesh is the first state to implement the concept of self-generation mechanism of online C-Form without requiring the dealer to wait for approval of the Dept.

The meeting was also attended by Daulat Hawaldar, Secretary Finance and senior officials of the Tax & Excise Department.

Tani Jongkey, Joint Commissioner Tax & Excise requested that the manpower strength be enhanced and adequate fund be provided for efficient functioning of the Dept and to generate more revenue in the future.

The Chief Secretary asked Secretary Finance to extend every possible support to the Department in this regard.

ITANAGAR, May 7: Altogether seven panchayats from Arunachal Pradesh have been awarded the Best Panchayat Award. The awardees are: Hage Kobing, Chairperson, Zilla Parishad, Nada Tatung, Chairperson 5-Hija Anchal Samiti, and Tar Namik, Chairperson 35-Radhpu Gram Panchayat, from Lower Subansiri District, Nabam Taping Hina, IVth Upper Balijan Anchal Samiti, Tagio Modi, Chairperson 24-Kakoi-Gram Panchayat, Biki Bapu, Chairperson Kimin-l, Gram Panchayat, and Tok Nimpu Techi, Chairperson 11-Ganga Gram Panchayat from  Papum Pare District.

The Best Panchayat members led by Akom Gaat Ligu, Deputy Director of Panchayati Raj and Nabam Rajesh, the State Nodal Officer had received the Award from Prime Minister Narendra Modi, Union Minister of Panchayati Raj Ch. Birender Singh and Minister of State for Panchayati Raj Nihal Chand on the occasion of National Panchayat Day under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) and Rashtriya Guarav Gram Sabha Puraskar (RGGSP) for 2014-2015  at New Delhi on April 24 last.

Protect govt. employee

The unfortunate assault on Superintending Engineer, RWD Rupa division, by group of miscreants over tender process once again raises serious question mark over security of the government employees. Often govt employees especially the engineers and doctor bore the brunt of such kind of assaults. What is disturbing to hear is that one of the assaulters even used gun to hurt the engineer. Naturally the incident has triggered strong reaction and condemnations are pouring in from various parts of the state. However just simple condemnation won’t solve the issue. Unless accused are strongly punished such incidents will keep on repeating.

 Ironically this incident took place at a time when Home Minister Tanga Byaling made statement that law and order situation has improved in the state. There is no doubt that ever since Byaling took charge of home ministry law and order situation has seen improvement. Especially he has strongly tackled the bandh culture and to a certain extent has managed to bring down the number of bandh calls. However still much is needed to do so. Government should strongly punish the persons involved in such kind of heinous attacks on govt. officials. It is duty of the state government to protect those who are discharging official duty.

Any form of corruption should be discouraged

Dear Editor,

It invites severe criticism when any official or person associated with education Department is involved/pulled into controversies regarding financial mismanagement. Education is considered a holy as well as a birthright of every living entity; it is for this reason that people have a bitter feeling when their faith is breached by the person/persons who are entrusted with the duty of enlightening and guiding the society.

Going through news local as well as national, three questions always crop up in our mind :

Are official/persons of education department really corrupted ?

Is the education department always targeted taking it for an easy prey, considering the humbleness of the educated employees as cowardice?

As of these days why other departments, the employees of which are the proprietor of monumental buildings/land/property/vehicles etc. are not taken into account?

Corruption should always be discouraged in any form in the society, in the Government and in all the Department. Lastly this article, do not concern any person/persons individually.

Clarification needed

Dear Editor,

According to the AAPSC advertisement dated 22nd April 2015, the required educational qualification for the post of FAO/TO is graduation in Commerce/ Business Administration/ Economics or statistic or mathematics as one of the subjects in graduation. So, does this mean that engineering graduates are eligible? We do study mathematics as main subject for 2(two) years during our graduation.

Few days back, I myself went to the AAPSC office to enquire about it, but none appears to have any clue. I discussed this with a certain member; who assured me that they will clarify the matter after discussing with the chairman. But so far no notification whatsoever in any form has come from APPSC.

Therefore, through the column of your esteemed newspaper, I would like to request the AAPSC to clarify on the matter as soon as possible for the sake of all aspiring candidates.

Need for Paradigm Shift in India’s Stand Vis-à-vis China and Tibet

Dear Editor,

Irrespective of whichever party comes to power in New Delhi, the Govt. of India’s policy vis-à-vis Tibet and China is one of meekness, softness and contradictions. Instead of asserting Tibet as a Buffer Country having its own territorial boundary and sovereign government prior to its occupation by the Red Army, India’s stand has always been that of a helpless and powerless onlooker. The international stand of India on Tibet is, “whatever happens in Tibet is an internal matter of China and that Tibet is a part of China.” On the contrary, the Chinese claim on Indian Territory is one of assertion and domination backed by historical facts emanating mostly from the timid stand taken by the Indian Government and its leadership in various forums and in different historical point in time. Had India dared to call spade and spade and recognized the fact that Tibet had its own Geographical and Political Boundary, and it is only in 1950’s the Country came under the control of the Chinese administration; and had India along with many western powers pleaded forcefully for Tibetan Independence in UNO and other World Forums, the entire territory of Arunachal Pradesh measuring around 2000 Km would not have been the subject of dispute. The Chinese, instead of issuing stapled visas to Arunachalees and making hue and cry on visit of Indian Prime Minister to Itanagar, would have been primarily busy focusing on legitimizing its occupation and control over the Tibetan Plateau. A strong Tibet as buffer country would then have saved billions of Indian rupees spent annually on the Military establishment along the Line of Control. The so called disputed territory of Arunachal Pradesh would then have become a business hub for the entire North East States in particular and the Indian Nation in general. The numerous traditional trade routes with Tibet which were unfortunately sealed after 1962 Chinese aggression for security reasons then would have opened up and the biggest gainers would have been the Arunachalees specially those residing along LOC.

But unfortunately the situation being faced by India today is that of confused child. While the Chinese is clear in its imperial approach and inch by inch intruding into Arunachal Pradesh, India on the contrary is busy planning as to how to protect its territory and in the event of sudden Chinese attack how to run and save itself. Such a defensive strategy of India and offensive strategy by China has created a deep sense of fear, insecurity and restlessness amongst the Arunachalees specially those in border areas.

The organizing of a seminar by Indian think-tank belonging mostly from the Military background in collaboration with RGU with the sole purpose to see and record how the Tribal people of the border areas and their folktales and folklores help in rebutting the Chinese claim over these areas are simply ridiculous and at best can be seen as helping the Chinese claim. Excepting the McMahon Line of 1914 which the Chinese don’t accept and the optionless statement by HH Dalai Lama ‘of Arunachal being part of India’, there is hardly any similarity or linkage between any of the traits of border people with those of Indian mainstream population. All the folktales and folklores including the origin and migration of border population residing in areas namely Sarli, Damin, Taksing , Limeking, Mechukha , Monigaon, Gelling, Gorging, Singha, Tawang and West Kameng  are totally linked with the Tibetan Civilizations. Even the Songs, the Dances and other artefacts specially the Dresses, Ornaments, Puja Articles and War weapons are of Tibetan origin. The rich barter trade existed between the tribes of Arunachal with their fellow brother and sisters in Tibet included the matrimonial alliances also. Going through the oral as well as the written literature covering the tribes on India side of LOC and those of different ethnic groups in Tibet simply reveal one fact, which is one of oneness and similarity; and in the words of few western writers ‘they are the Forbidden Tribes of Lhasa.’

In terms of Administrative and Revenue Jurisdiction, prior to the coming of the Indian/British Administration, many tribes and Areas in Siang, Tawang and Kameng  basins etc used to pay taxes to the Tibetian Authorities and even the settlement of major disputes used to be by the Tibetian Courts in Lhasa.

It is in the light of above historical facts, the Chinese are repeatedly claiming Arunachal Pradesh as undeniable part of their lost territory and are continuously building up their Military capabilities including double lane Roads, Railways, Advanced Landing Ground and large number of Nuclear and Hydropower Projects on their side of Line of Control, with ultimate aim to annex Arunachal Pradesh into their territory.

What is therefore important and required on the part of Govt. of India is to wake up from the slumber of complacency and denial mode and counter the imperial designs with a renewed vigour and sense of patriotism. Needless to conclude therefore, is the argent need for a Paradigm Shift in India’s policy/ stands vis-à-vis Tibet and China followed by an aggressive development strategy of the border areas and a massive confidence building package for the people living on the LOC.

Drinking spots

Dear Editor,

I definitely agree with the letter by Byabang Naoh published on 5th May, Guwahati university. The tourist spots in our Capital have become drinking spots for youngsters. I myself witnessed how people carry alcohol to such places and there is no security to stop such acts.

In holy places like Gonpa, such acts should not be entertained.

So I request the concern authority of Gonpa to disallow such things.
